The writer and actor had previously pitched a Doctor Who series to the BBC prior to RTD's successful 2005 reboot and was a recurring contributor to both the RTD and Moffat eras. Mark Gatiss would have been the most obvious candidate to replace Steven Moffat on Doctor Whohad the BBC decided not to wait for Chris Chibnall, or if they let Moffat depart and sought a placeholder showrunner, as rumored at the time. That's not to say that an alternative Steven Moffat replacement wouldn't take a similar route, but it would have been a great tragedy to miss out on brilliant work like season 11, episode 6, "Demons of the Punjab" or season 11, episode 8, "The Witchfinders". Chibnall's new style of Doctor Who historical episode was genuinely groundbreaking, and it is this, more than the controversial Timeless Child plotline, that should be his lasting legacy. It continued discussions first properly hinted at in Doctor Who season 10, episode 3, "Thin Ice" when the Twelfth Doctor acknowledges Bill's concerns about being Black in Victorian London and punches a racist in the face. It tackled the Civil Rights movement in the United States, and visited India on the eve of the partition, using the TARDIS to present the uglier side of history to both audiences and the Doctor's companions. Doctor Who season 11 had the same mixture of educational historical adventures that looked beyond the lens of white history. Despite the criticisms, Chris Chibnall's first Doctor Who season boldly reinvented the original blueprint for the show for a modern audience. The biggest change to the course of Doctor Who history would be that there would be no Chris Chibnall era, or at least not one that begins in 2018. Here's what Doctor Who's future may have looked like if Moffat and the BBC had chosen not to wait for Chibnall to finish work on Broadchurch. All of this was done because Chris Chibnall still had work to do on his final season of Broadchurch, which also aired in 2017.
He brought the Master/Missy arc to a thrilling conclusion, and introduced Bill Potts (Pearl Mackie), Doctor Who's first full-time Black, LGBTQ+ companion. Rather than a handover, the 12 months allowed Moffat to begin working on the scripts for Doctor Who season 10, which effectively served as a victory lap, tackling or re-imagining unfulfilled ideas from earlier in his tenure. Notably, there was a scheduled 12-month gap after Husbands aired, potentially to facilitate a handover, as with the similar gap at the end of the David Tennant Doctor Who era. The January 2016 announcement heavily implies that discussions about Steven Moffat's successor were being had prior to the broadcast of The Husbands of River Song, perhaps even before it entered production.
